Management structure


The Joint Monitoring Committee (JMC), is set up by the programme’s participating countries on an equal basis, in order to oversee the effectiveness and quality of the implementation of the cross-border programme.

The Managing Authority (MA), responsible for managing and implementing the Cross-border Programme in accordance with the principle of sound financial management and for carrying out the functions set out in Articles 72 and 125 of Regulation (EU) No 1303/2013, Article 37 of the Implementing Regulation (EU) No 447/2014 and article 23 of Regulation (EU) No 1299/2013. The Managing Authority of European Territorial Cooperation Programmes of the Ministry of Economy, Development, and Tourism, in Thessaloniki, Greece is designated as the Managing Authority of the Interreg IPA II CBC Programme “Greece-Albania 2014-2020”.

The Certifying Authority (CA), is responsible for drawing and submitting to the European Commission certifying statements of expenditure and applications for payment as well as for receiving payments from the European Commission. The Certifying Authority will be the body responsible for making payments to the lead beneficiaries for the programme. The Paying Authority for the CSF, the Community Initiatives and the Cohesion Fund at the Ministry of Economy, Development and Tourism Greece is designated as the Certifying Authority of the Interreg IPA II Cross-border Cooperation Programme “Greece- Albania 2014-2020.

The Audit Authority (AA), is responsible for verifying the effective functioning of the management and control system of the operational programme.

The Financial Audit Committee (EDEL) at the Hellenic Republic /Ministry of Economy/General Accounting Office – General Secretariat of Fiscal Policy is designated as the Audit Authority for the Interreg IPA II Cross-border Cooperation Programme. The Audit Authority of the programme shall be assisted by a Group of Auditors comprising of a representative from each Country participating in the operational programme.

The Joint Secretariat (JS) assists the Managing Authority, National Authority / Operating Structure, the Joint Monitoring Committee and when appropriate the Audit Authority and Certifying Authority in carrying out their respective duties.
