Shaping the Future: Interreg Greece-Albania 2028-2034

Building on a long history of successful cross-border cooperation and mutual trust, the Interreg Greece-Albania Programme is actively preparing for the transition from the 2021–2027 period to the new 2028–2034 programming cycle. To ensure a seamless shift and a robust future framework, the Managing Authority – Joint Secretariat are already laying the strategic groundwork for the upcoming chapter’s priorities, governance and architecture well before the final EU regulations enter into force.

The Programming Committee

Central to this forward-looking effort is the Programming Committee (PC), which was officially established and convened for its inaugural meeting on July 16, 2026.

Operating as the joint strategic decision-making body for the new period, the PC is co-chaired by representatives from the Greek General Secretariat of Partnership Agreement (Ministry of Economy and Finance) and the Albanian State Agency for Strategic Programming and Aid Coordination (SASPAC). The Programming Committee brings together a balanced partnership of national, regional, and local stakeholders, as well as economic, social, and civil society partners from both countries. Operating by consensus, the PC is tasked with defining the new programme’s geographic scope, intervention logic, priorities and resource allocation.

A Vision for Tangible Results

As the European Union moves toward a more flexible, performance-based approach under the Global Europe instrument, the future Greece-Albania chapter will place a stronger emphasis on delivering measurable results for border communities.

The 2028-2034 programme will be strictly evidence-based, tackling shared territorial challenges while creating new opportunities in vital areas such as:

  • Climate adaptation and environmental protection
  • Improved cross-border connectivity
  • Sustainable tourism
  • Social inclusion and economic development

Furthermore, the new chapter is being strategically designed to adapt to rapidly evolving political and socio-economic contexts, standing ready to support Albania’s ongoing progress in its EU accession negotiations.

The Roadmap to 2028

Over the coming months, the Programming Committee —supported by the Managing Authority – Joint Secretariat, as well as external experts— will steer a comprehensive drafting process. This will include rigorous socio-economic analysis and extensive public consultations planned for the spring of 2027 to ensure that the voices of local citizens and stakeholders shape the future programme.

By working closely with the European Commission and reflecting on the lessons learned from past periods, the Programming Committee aims to submit a mature, highly effective programme chapter by mid-2028, targeting final European Commission approval by December 2028.
