HEALTH4ALL aims to transform health and social care systems across the Greece–Albania border, with a special focus on vulnerable parts of the population.
Led by the Region of Epirus, in collaboration with the General Hospitals of Ioannina and Preveza, the Regional Council of Korce and the Hospital of Tepelena, the project brings together key stakeholders into a functional cross-border health and social care ecosystem. The project addresses the needs of the elderly, people with disabilities, low-income families and isolated rural communities.
A significant investment is dedicated to acquiring advanced medical and assistive equipment, with the goal of enhancing service quality and coverage across healthcare and social care facilities. This strategic upgrade supports autonomy, dignity and timely access to care for the most vulnerable. HEALTH4ALL promotes a shift toward a novel community-based approach to care —one that moves beyond institutional settings and brings services closer to where people live, emphasising personalised support, inclusion and proximity. A shared Web-GIS platform with more than 5.000 expected users annually will digitally map services, enabling citizens to access care more easily, facilitating better coordination among professionals and supporting faster, more targeted responses in cases of health emergencies. The project’s strength lies in cross-border cooperation: shared training, strategy co-creation, and institutional networking ensure that best practices are exchanged and solutions are co-owned. Health and social care professionals will benefit from joint capacity-building actions, while common strategies and action plans will be embedded in local and regional policies.
HEALTH4ALL is expected to reduce inequalities in access to care, improve service quality, enhance system preparedness and empower communities on both sides of the border — laying the foundation for a more inclusive, responsive and resilient cross-border care ecosystem.
